Javier González pointed out that this work “has made it possible to mobilize the academic community in more than 19 Latin American countries to investigate on the ground the conditions of the right to education of the most underprivileged groups who, moreover, are generally those who are outside the official data of the ministries of education.” In this sense, he also added that “this diagnosis will be key to establishing a regional work agenda to address the critical knots that prevent these excluded groups from adequately enjoying their right to education.”

The following were also be presenting at the meeting: Manos Antoninis, director of GEM Report; Carlos Vargas, UNESCO OREALC; Sharon Anderson-Morgan, Special Education Unit, Ministry of Education, Jamaica and Jaime Saavedra, Senior Director of World Bank Global Education Practices.

The meeting took place within the framework of the International Forum on Inclusion and Equity in Education and brought together experts in areas such as education, social protection and development, academics and policy makers to discuss the key issues that will be addressed in this first Regional GEM Report.
